Write BWC Policy in Cooperation with Police Unions

I wouldn't be surprised if there is more to this situation in Oklahoma City than is being reported by the media. However, it is a nationally recognized "best practice" to write or revise body-worn camera policy in a cooperative effort with the affected police unions.
