In an Era of AI, Body-Worn Camera Governance Must Protect Authenticity

Recent commentary from a Poynter Institute article argues that no video now “speaks for itself.” In an environment shaped by AI manipulation, perspective bias, and selective release, even powerful footage requires scrutiny. For law enforcement agencies operating body-worn camera programs, that reality carries significant governance implications.


The question is no longer simply whether footage exists. It is whether agencies can demonstrate its authenticity, contextualize its meaning, and defend the processes surrounding its use.


Video Is Evidence — But It Is Also Framed

Body-worn cameras were widely adopted to increase transparency and strengthen accountability. Over time, they have also become central to public understanding of critical incidents. Yet the camera’s perspective is limited. The lens points away from the officer’s face. It captures what falls within its field of view. It may miss context that exists outside the frame.

Perspective can influence perception — including attribution of intent and assessments of culpability. This does not mean footage lacks value. It means footage requires structured interpretation.

Governance begins by acknowledging that video is one source of information, not a complete narrative.


AI Has Raised the Stakes

The rapid development of generative AI introduces a new layer of complexity. Deepfakes, altered imagery, and synthetic video are no longer theoretical risks. At the same time, law enforcement agencies are increasingly using AI tools to transcribe footage and assist with report drafting. These tools offer efficiency. They also could introduce error risk. AI transcription can misinterpret dialogue. Automated summaries can omit context. Generative tools can create convincing but inaccurate imagery. Even when footage itself is authentic, the content derived from it may not be. In this environment, authenticity becomes a leadership responsibility.

Agencies must be prepared to answer:

  • How is original footage secured and stored?

  • Who has access, and how is access logged?

  • How are exports controlled and documented?

  • What safeguards exist to prevent or detect alteration?

  • How are AI-generated transcripts verified before inclusion in official reports?

These are governance questions, not technical ones.


Chain of Custody Is No Longer Administrative

Historically, chain-of-custody procedures were primarily courtroom concerns. Today, they are central to public trust. Viral clips can circulate within minutes. Edited segments can shape narratives before official review is complete. Delays in release can create speculation. Selective disclosure can undermine credibility. Clear release protocols. Defined authorization authority. Documented rationale for disclosure decisions. Consistent handling across incidents. These elements allow agencies to demonstrate discipline rather than reaction.

When agencies cannot show their process, they are left explaining their intent.

Strong governance does not eliminate controversy. It creates structure.


Review Must Account for Perspective

Supervisory review has traditionally focused on policy compliance and tactical evaluation. In an AI-saturated media environment, review must also account for interpretive risk.

That includes:

  • Considering whether additional angles exist.

  • Documenting contextual factors not visible on camera.

  • Recognizing how perspective bias may shape interpretation.

  • Ensuring that AI-generated transcripts or summaries are verified.

Review that simply confirms footage was watched is not governance. Review that documents how footage was interpreted — and why conclusions were reached — is.


Governance Before Scrutiny

Agencies cannot create authentication safeguards after manipulated content circulates. They cannot design release protocols mid-crisis. They cannot retroactively impose documentation standards once a case is under litigation. Reactive response is, in effect, no response.

Structure must exist in advance.

That structure should include:

  • Defined supervisory ownership of review.

  • Clear access and dissemination controls.

  • Documented export and retention procedures.

  • Verification requirements for AI-assisted outputs.

  • Executive visibility into how footage is managed across units.

The most important principle remains unchanged: governance must be built before scrutiny arrives.


The Leadership Imperative

Body-worn cameras are no longer just transparency tools. They are evidence systems operating within an AI-influenced information ecosystem. The risk profile has evolved. So must governance.

Video remains powerful. It can clarify events, protect officers, and strengthen accountability. But without disciplined oversight, it can also create confusion, misinterpretation, and avoidable exposure.

In an era where any footage can be questioned, manipulated, or misunderstood, leadership responsibility extends beyond deployment. It includes protecting authenticity, ensuring interpretive discipline, and maintaining structured control over how video is used and shared.

Technology records events. Governance protects their meaning.
